The Civil Service Commission (CSC) notifies all government agencies on the timeline and the documentary requirements in the conduct of the Citizen’s Charter Validation for the FY 2017 Performance Based Bonus.
Under CSC Memorandum Circular No. 28, s. 2017, the validation of compliance will take place anytime from October 16, 2017 to December 15, 2017.
Prior to the validation, agencies and their main/central, regional or service offices must prepare the following documents:
1.Certificate of Compliance (CoC) issued by the main/central office or mother agency that includes compliance if the regional offices/branches/service offices, and/or a separate CoC issued by the respective regional offices/service offices submitted to the AO 25 Secretariat and/or the Civil Service Commission – Office for Strategy Management;
2.Previous CC handbooks/booklets; and
3.New CC handouts/booklets.
Accomplishment and the template of the indicated CoC as a documentary requirement was specified in CSC Memorandum Circular No. 14, s. 2017 on the Validation Guidelines on Citizen’s Charter Compliance for the 2017 Performance-Based Bonus promulgated on May 3, 2017.

2018 search for outstanding gov’t workers now open
The Civil Service Commission (CSC) announces the acceptance of nominations for the 2018 Search for Outstanding Government Workers.
Government officials and employees in the government who exemplify the highest standards of excellence and integrity may be nominated in any of the three (3) award categories: the Presidential Lingkod Bayan Award and the CSC Pagasa Award for outstanding work performance, and the Outstanding Public Officials and Employees or the Dangal ng Bayan Award for exemplary conduct or ethical behavior.
The Search covers all elective and appointive officials and employees holding permanent, temporary, coterminous, contractual, and casual status of employment in the government, whether stationed in the Philippines or abroad. Appointive barangay officials and employees may also be nominated upon meeting certain conditions.
Posthumous nominations may be made for a public servant who died in the line of duty or in the pursuit of his/her official duties and responsibilities as a civil servant in the last 12 months.
Nominations to the Search will be accepted at CSC Regional Office and Field Offices until March 31, 2018.
Camp Evangelista Hospital’s Chief among CSC’s recognized outstanding public servants
Lt. Col. Jonna D. Dalaguit, Commanding Officer of the Camp Edilberto Evangelista Hospital (CESH), 4th Infantry Division – Philippine Army, Armed Forces of the Philippines was recognized as an awardee in the 2017 Search for Outstanding Government Workers under the CSC Pagasa Award.
Lt. Col. Dalaguit was recognized for her various programs for the health and welfare of combat troops. Her CALL to Health Expert (Call, and Live Longer) program allows soldiers in the battle field to have 24/7 direct access to medical experts on injuries suffered during combat operations. Another program, the Casualty Management and Evacuation Training (CMET) which is now a combat medic specialty course, trains medical personnel in the AFP with necessary knowledge, skills and attitude to treat casualties.
The awardee has also contributed the program on the creation of Mobile Medical Training Team (MMTT) which brings medical experts closers to the areas of soldiers’ actual operations. Finally, she has strengthened the ties with medical specialists from both public and private hospitals, and activated the non-functional CESH operating room to decrease the number of referrals of casualties to other health facilities.
Lt. Col. Dalaguit is set to receive her award conferred by President Rodrigo R. Duterte on September 20, 2017 at the Malacañan Palace, Manila.
